April 15, 2019 – A tragic day in Penticton, BC. – the John BRITTAIN homicides

Presented by the RCMP’s Behavioural Analysis Unit

John BRITTAIN was a 67-year-old man with no criminal record, no history of violence, a well respected career as an engineer, who on April 15, 2019 shot and killed four people. S/Sgt. Craig REMPEL of the RCMP’s Behavioural Analysis Unit (“BAU”) will dissect BRITTAIN’s pathway to violence. The BAU read and analyzed 8 years of hand written journals by BRITTAIN which provided an extremely intimate look into his mindset. Using threat assessment constructs such as the Pathway to Violence and Dr. Reid MELOY’s Warning Behaviours, the presentation will show how BRITTAIN’s grievance evolved over a several year period and how the Fixation, Identification, and Last Resort Warning Behaviors played a significant role in understanding his behaviour leading up to the homicides.

Foundational 2-day Workshop
Basic Threat Assessment and Management in Practice
Facilitated by Molly AMMAN, JD, CTM

This 2-day day workshop will offer academic and practical instruction in the fundamentals of threat assessment and management in action. Attendees will acquire knowledge in the recognition and understanding of those who pose a threat of targeted violence including warning signs of potential violence, stabilizing factors and triggers. The threat management spectrum ranging from passive to active response will be discussed. Attendees will learn about the different aspects of triage versus full assessment as a coherent action continuum. And then finally, a full case practical exercise will cap the workshop, in which attendees will apply the knowledge gained during instruction to an evolving scenario.

 

Advanced 2-day Workshop
Terrorism Threat Assessment Masterclass
Facilitated by Dr. Paul GILL

Through an examination of historical knowledge, case study examples and research, Dr. Gill will review why terrorism is now a problem suited to threat assessment and what management strategies may prevent violence. Over 2-days, Dr. Gill will map the terrain of what constitutes terrorism and why people turn to terrorism. With references to first-hand case studies, motivations, risk and protective factors, and red-flag behaviours associated with an escalation in an individual’s likelihood of turning to violence will be explored. Attendees will have opportunity to look at terrorist decision-making in terms of target choice, hostile reconnaissance and management strategies focused on detection, disruption and disconcerting their thinking. An in-depth role-playing red-team exercise end of day two will bring the learning together.
