Behavioural Profiling in the Golden State Killer Investigation: A Comparative Analysis

Presented by Dr. Kim Rossmo. The Golden State Killer hunted victims across California, committing violent crimes in multiple jurisdictions as he escalated from burglary to rape to serial murder.  As it was believed different offenders were involved, nine separate behavioral profiles were generated for the various investigations.  This presentation is a comparative analysis of these profiles, their behavioral domains, and specific predictions.  Accuracy, consistency, and utility are assessed, and an analytic framework is provided for future assessments and research.

An Animal Cruelty Case Study by the Calgary Police Service

Mr. Darren Balsom from the Calgary Police Service will deliver a comprehensive case study outlining an animal cruelty investigation that culminated in the longest sentence ever recorded in Canada. The presentation will examine the criminal investigative process, forensic evidence, prosecution procedures, offender profiling, interview strategies, and culminate with insights directly from the perpetrator. This session will delve into the transformation of an individual with minimal prior police encounters into a federal offender serving a substantial multi-year sentence. It is important to note that this presentation will contain explicit and graphic content.

"What's in the box? A 1976 Cold Case Study

A Presentation by the Southern Carolina Law Enforcement Division - Behavioral Science Unit. In March of 1976, Elizabeth Ann Howell Wilson went missing during her shift at the Eureka Mill in Chester, SC.  Hours later, her body was discovered on the side of the road.  She had been brutally beaten, strangled, and sexually assaulted.  Numerous investigators worked on the case to include a profile written by Roy Hazelwood.  Almost 45 years later, the offender was identified. 

A Canadian Homicide Cold Case

Presented by Ken Carriere. On the early morning hours of August 5, 2007 screams were heard in the community of Ramsey (Calgary). When daylight broke a motorist observed the body of Tara Landgraf half nude on a residential sidewalk. Her unknown assailant stabbed her over 20 times and left her for dead. This case remained cold for over 13 years until the Historical Homicide Unit entered into the use of Investigative Genetic Genealogy. This is the story how Tara and her family finally found justice.

Misogyny, Anger, or Sadism? Reconceptualizing Vindictive Rape and Extending the Construct to Cases of Sexual Homicide

Presented  by Dr. Michael R Davis. Rapists and their offences are markedly heterogenous. As such, a variety of typological systems have been developed to assist forensic mental health professionals and behavioral analysts in differentiating the motives and behavior of sexual offenders. Traditional typologies routinely described four primary forms of offence behavior. However, with the publication of the MTC:R3 typology (1990) several new variants were described, including the “vindictive rapist.” This was initially conceptualised as a misogynistic variant of the anger retaliatory rapist, whereby gratuitous physical and sexual violence was directed solely at women. Both the vindictive and pervasively angry types were thought to have little in the way of planning, premeditation, or paraphilic sexual interests. However, subsequent research indicated that some vindictive rapists’ offences often involved a degree of premeditation and even some paraphilic elements. Indeed, some authors have posited that the vindictive rapist is actually more like the overt sexual sadist than the pervasively angry type. This presentation will provide an overview of the various disparate research findings and propose a reconceptualization of the construct. An adapted pragmatic meta-model of rapist behavior will be described with recommendations for differentiating vindictiveness from other motivations. In addition, extending the use of these constructs to cases of sexual homicide will be discussed with recommendations for practitioners.

Crisis Communication & Issue Management

How communication with the public and the media can impact trust and credibility in policing. Case studies will be presented on how behavioural sciences can support public communications strategies for events with the potential for volatility, such as protests.
